The Oyo State Signage and Advertisement Agency (OYSAA) welcomed the Bytes and Barter team to the Oyo State Secretariat for the commencement of the ICT and GIS Integration DLI under the State Action Plan on Business Enabling Reforms (SABER) project. The SABER, introduced by The World Bank and the Presidential Enabling Business Environment Council (PEBEC), signifies a major leap in modernizing the management of signage and advertisement operations in Oyo State.

The SABER project represents a critical milestone for OYSAA in achieving:

  • Curbing Illegal Billboard Installations: Ensuring strict compliance with regulatory standards.
  • Boosting Revenue Generation: Significantly increasing Oyo State’s Internally Generated Revenue (IGR).
  • Building Human Capacity: Providing OYSAA’s ICT staff with comprehensive ICT training and technological tools to enhance operational efficiency and revenue generation.

Through this engagement with Bytes and Barter, OYSAA is deploying GAPLOG, a comprehensive cutting-edge Geographic Information System (GIS) designed to enhance operational efficiency, streamline billboard asset management, monitor regulatory compliance, and optimize revenue through data-driven insights. This initiative underscores OYSAA’s commitment to innovation, sustainable practices, and the strategic use of technology to elevate public service delivery in the out-of-home advertising sector.

The Oyo State Signage and Advertisement Agency, OYSAA, has introduced a Grievance Redress Mechanism (GRM) form to efficiently address issues, grievances and complaints from Out-Of-Home advertising practitioners across the State.

In an official statement, the Director-General of OYSAA, Hon. Oludolapo Eso-Ajanaku stated that the initiative reflects  the agency’s commitment to fostering accountability and enhancing stakeholder engagement within the Out-Of-Home sector in the State.

Hon. Eso – Ajanaku described the GRM form as a user-friendly, data-driven tool developed to streamline the process of lodging complaints and grievances, ensuring efficient and prompt resolution of disputes.

According to the statement, the GRM form is accessible via the Oyo State Signage and Advertisement Agency website; www.oysaa.oyostate.gov.ng. Alternatively, complainants can visit the OYSAA office located on the 3rd Floor of the Water Corporation Building, State Secretariat, Agodi, Ibadan, to obtain the GRM form.

OYSAA Launches Enforcement Drive on Unauthorized Business Signages

The Oyo State Signage and Advertisement Agency (OYSAA) has announced the commencement of a major enforcement and sanitation campaign targeting unauthorized first party business signages across the State.

In a statement made availabe to journalists by the Director General of OYSAA, Hon. Oludolapo Eso-Ajanaku, expressed concern over the increasing number of signage violations.

He highlighted that many businesses have erected signages without obtaining the necessary approvals from the agency and have also failed to pay the required signage fees as stipulated under OYSAA regulations.

“This alarming trend undermines the orderly management of signage structures, thus defaced and compromises the urban aesthetic and adversely affects the internally generated revenue (IGR) of Oyo State,” Hon. Ajanaku stated.

To address the issue, OYSAA has rolled out an immediate plan of action, which includes:

Removing all illegally installed signages, especially poorly constructed or unsafe structures.

Sanctioning non-compliant businesses that fail to pay signage fees or adhere to OYSAA guidelines.

Business owners are urged to regularize their signages promptly to avoid enforcement measures. Non-compliance will attract strict penalties, including the permanent removal of unauthorized signages and other necessary enforcement actions, he said.

“OYSAA is committed to creating a safe, orderly, and visually appealing environment for businesses to thrive while ensuring strict adherence to established rules,” Eso-Ajanaku added.

The agency has called for cooperation from the public to restore order and enhance the visual appeal of the State.

Moratorium On New Billboard Site Applications In Ibadan

The Oyo State Signage and Advertisement Agency (OYSAA) has issued a new directive to all practitioners that effective immediately, the Agency will no longer be accepting new applications for billboard site locations within the city of Ibadan.

This directive, issued by the Director-General of OYSAA, Hon. Oludolapo Eso-Ajanaku, follows a comprehensive evaluation of Ibadan’s current landscape, which revealed excessive clustering and over-proliferation of billboard structures.

The Director-General stated that this measure has become necessary to maintain visual order, safeguard public safety, and ensure sustainable urban development while fostering a thriving Out-Of-Home (OOH) advertising sector across the State.

In line with this directive, practitioners are therefore encouraged to explore alternative markets within Oyo State that offer untapped potential for impactful OOH advertising. Cities such as Ogbomosho, Saki, Iseyin, Eruwa and other emerging urban areas present dynamic opportunities for practitioners to extend their reach and contribute to the overall growth of the advertising industry.

Practitioners are invited to conduct site assessments, identify strategic locations within these regions, and submit their proposals to OYSAA for consideration. The Agency assures all stakeholders of its continued support in navigating this new directive to ensure seamless integration into these promising markets.

Sustain Your Professional Ethics, Oyo Govt Tells Outdoor Practitioners.

Oyo State Government has urged the Out – Of – Home Advertising Association of Nigeria to sustain and sanitize the advertising industry in Nigeria and Oyo State in particular by uphold the standard of professionalism and compliance in discharge of their services.

Barrister Lawal gave this change during the 39th edition of the Annual General Meeting, AGM of the Out – Of – Home Advertising Association of Nigeria (OAAN) with the theme; “Redefining Out Of Home Media in Nigeria; The Practice, The Business and Value Creation” which was held at De Signature Hotel and Tower, Jericho, Ibadan.

The Acting Governor in his speech highlighted the critical role Out of Home Advertising industry plays in development, commercial value, aesthetic beautification and visual landscape of Oyo State.

Barrister Lawal added that it’s through collaborative efforts to ensure a vibrant environment to put the State forward in the area if advertising which has direct effect on investment, Tourism and other aspects of environmental development.

He reiterated  the role and activities of outdoor advertising Practitioners which ensures the aesthetic beauty of surroundings through well placed structures erected with well appealed, communicated messages with texts & work of art and signs.

He further commended the effort of the State Government under the administration of Engr. Seyi Makinde for continuous unwavering efforts in creating an enabling business and economic growing environment, innovations to ease business of Outdoor Advertising by expanding economy status of Oyo State.

In his word, “Oyo State has an elastic and expanding business opportunities for outdoor advertising business to thrive and your presence in our State reflects a shared vision for progress and mutual benefits, innovations and pursuit of excellence in the outdoor advertising industry.

“Enough Is Enough!”, OYSAA Warns Outdoor Advertising Practitioners.

The Oyo State Signage and Advertisement Agency ( OYSAA) has issued a firm directive to third – part practitioners engage in outdoor advertising within the State, underscoring the paramount importance of adhering to established standards and regulations governing the profession. This directive was issued by the agency’s Director – General, Hon. Oludolapo Eso – Ajanaku, during a meeting held in his office with key stakeholders in the outdoor advertising sector.

Expressing profound concern, Hon. Oludolapo Eso – Ajanaku expressed the agency’s discontent with the rampant and indiscriminate erection of billboards across the State, which detracts from the aesthetic appeal and urban ambience of Oyo State. He reaffirmed the agency’s unwavering commitment to enforce regulatory measures against any third – party practitioner that fails to comply with stipulated rules and regulations.

He specifically highlighted the agency’s zero – tolerance policy towards the clustering of billboards, placement of billboards at unapproved sites, presence of dilapidated billboards’ frames, torn flexes and utilization of substandard construction materials, all of which are deemed unacceptable and will be met with rigorous sanctions to uphold regulatory, integrity and safeguard public safety.

Furthermore, Hon. Oludolapo Eso – Ajanaku highlighted that His Excellency, Engineer Seyi Makinde has created a conducive business environment, therefore stressing the necessity for third – party to settle outstanding debt promptly, as this payment significantly contribute to the Oyo State Internally Generated Revenue ( IGR).

OYSAA Frowns At The Hazardous Collapse Of Advertising Infrastructure

The Oyo State Signage and Advertisement Agency (OYSAA) has issued a stern warning to all outdoor advertising practitioners in Oyo State regarding the use of substandard materials in the construction of advertising infrastructure particularly billboards, eye-catchers, unipoles etc.

This directive was delivered by Hon. Oludolapo Eso-Ajanaku, Director-General of OYSAA, during on -site inspections conducted by the agency’s monitoring and enforcement team. The monitoring and enforcement team rapidly responded to news of collapsed eye-catchers that caused significant traffic disruptions in the city of Ibadan after rainstorms on Thursday, the May 16, 2024.

Expressing his absolute dissatisfaction with the recurring incidents of advertising structures collapses, Hon. Oludolapo Eso-Ajanaku highlighted the potential hazards these incidents pose to road users and the public. He stressed the necessity for outdoor advertising practitioners to adhere strictly to high-quality construction materials and standards to ensure the safety and integrity of installed billboards.

“The safety of our citizens and the reliability of our advertising infrastructure are paramount,” stated Hon. Oludolapo Eso-Ajanaku. “OYSAA is dedicated to enforcing regulations and laws against the use of substandard materials in the erection and maintenance of advertising structures to protect public safety and maintain order in our state.” He further stated, “Any negligence of advertising infrastructures by practitioners will result in significant fines and potential site revocation.”

The DG gave the warning during the on-sites inspection conducted by the agency’s monitoring and enforcement team held within Ibadan metropolis.

While expressing his absolute dissatisfaction with the recurring incidence of advertising structure collapses, Hon. Oludolapo Eso – Ajanaku highlighted the potential hazards these incidences pose to road users and the public.

He stressed the necessity for outdoor advertising practitioners to adhere strictly to the usage of high-quality construction materials and standards to ensure the safety and integrity of installed billboards.
