Ibadan, Nigeria – The Oyo State Government, through the Oyo State Signage and Advertisement Agency (OYSAA), has announced the establishment of the Premium Advertising Zone (PAZ) — a transformative initiative aimed at sanitising, restructuring, and elevating the standards of outdoor advertising across key corridors of the State, beginning with the Ibadan Metropolis.
The announcement was made by Oludolapo Eso–Ajanaku, Director-General of OYSAA, during a stakeholder engagement held on 7th August 2025 at the OYSAA Headquarters, State Secretariat, Ibadan.
According to the Director-General, the PAZ initiative is strategically designed to restore order, attract investment, and deliver lasting economic and aesthetic value to Oyo State, in alignment with the vision of His Excellency, Engineer Seyi Makinde, Executive Governor of Oyo State.
The first designated PAZ corridor will stretch from Lead City University through Challenge Car Park to Kilometre 110, serving as the pilot phase of the programme. Additional corridors across the Ibadan metropolis will be rolled out in subsequent phases.
As part of the PAZ implementation, all existing 48-sheet and 72-sheet billboard permits within the pilot corridor are revoked with immediate effect. Affected Third-Party Practitioners are granted a two-month relocation window (14th August – 14th October 2025) to dismantle and relocate their billboards outside the PAZ, subject to OYSAA approval. At the expiration of this window, any non-compliant structures will be removed and confiscated by the State without further notice.
The reallocation of sites within the PAZ will be guided by the following criteria:
- Financial Standing with OYSAA– Full settlement of all outstanding obligations.
- Operational History– Proven compliance with OYSAA regulations and use of durable, high-quality billboard materials.
- Capacity to Meet Premium Fees– Demonstrated ability to sustain the revised PAZ rate structure.
- Type of Structure Proposed– Preference for iconic, high-impact formats such as LED boards and other premium designs.
Speaking on the initiative, the Director-General stated:
“The Premium Advertising Zone marks a decisive step in creating orderliness, uniformity, and aesthetic excellence in outdoor advertising. It reinforces Ibadan’s profile as a modern, organised, and commercially vibrant city, while opening fresh opportunities for sustainable investment in the out-of-home sector.”
